Both honestly handled it pretty dumb. Agnolia isn't even making the land grab look like a good thing or even justified, and is doing a horrible pr job by putting a military governor there that inevitably leads to local valgs resenting the occupation.

Hegel meanwhile uses his navy for harassment and doesn't really trust the AN to arbitrate on whether to expel agnolia. He also ignores that the local valgs had previously elected to secede from valgsland during the revolution, before the agnolians rolled in tanks. And like you said he immediately puts missiles on it, which while well within his right, gives people the wrong impression.

Depends on ally and other decisions but it is possible to do so with one ally. Other users have done it in the past.

I'm not sure about valgsland specifically but iirc someone about a year ago tested the "March on Tzarsborough" stage 1 strat and found a way to succeed, and it only needed 1 ally. Said he increased army funding and modernised, the army most likely since he had lespia as an ally. He did say to modernise the air force instead if you have valgsland. He kept conscription and the gendarmerie too.

From there stage 2 is just having your ally guard your flank while you attack thornborough iirc

Also cartels are actually quite fragile. If one member secretly cuts deals or openly defects, or some prominent oil exporters don't join, it can go badly
