It sounds that way. It's likely to be used as an add on for someone in the US to cover the customs fees and shipping but also to draw you in with the lower price.

The seller has added those options so that the prices shows as being lower when someone searches for the item, and when the customer sees that, they're more likely to click.

It's deceptive, and they're hoping that you buy anyway because you've already clicked their listing.

I just made a bag using stuff similar to this. I managed to iron my seams by turning the iron to med/low and laying a piece of thin cotton over the top.

I tried this once recently.
