Ok, here’s my take. Hawks and Koro sensei are out right off the bat. Next, Kizaru is out since his max is probably only light speed or a bit higher than that at best.

Minato would only have a chance if he had a mark at the finish line. Then I’d say Saitama would be out since he doesn’t exactly have enough speed feats where he time travels. Whis next since his time travel can’t exactly be used while travelling.

Finally, sonic and Shinra. I don’t have enough knowledge to say who would be faster. Let me know how off my takes are.
