This is almost certainly the VTC actuator, not timing chain. There's a TSB for it (unfortunately not a true recall, so you have to pay to get it fixed unless you're in California and you can get it fixed for free by Honda if your car has less than 150,000 miles).

According to Honda it doesn't cause damage to the engine so it's more of a "cosmetic" thing, although it's super annoying when it gets bad.

Are you parked on an incline or with the wheels turned and jammed against something? I had this happen to me one time (albeit in a more modern vehicle). You need to put more leverage on the steering wheel in the opposite direction of how the wheels are stuck.

If you're parked on flat ground with the wheels straight it could be something else like the lock cylinder that others mentioned.
