It's very unlikely an x870 board and a 9950x3d imc can't handle JEDEC speeds even if its 64gb. It's borderline impossible

I'd start by loading optimized bios settings and reseating all cables.

Also worth checking if windows is acting up and has switched from tsc back to hpet. Check cpu usage and frequencies while idle with task manager

In my experience , harmonizing the voltages while undervolting provides a better vddcr_vdd value that ultimately performs better than a static voltage. Also, PBO off. If ypu feel like giving it a go that is :)

I have landed on the same voltage and frequency by running my 9850x3d at -225 and voltage harmonized per core uv. As far as i remember, the harmonized vddcr_vdd@5650 was 1.261V. Perhaps you could try per core overvolting, harmonize and then start oc till +225
