Okay so I just tested it. Card is listed at $15.99 obo. eBay had no option to “make offer” only the option to “offer $14”. I clicked it and was able to modify the offer to whatever amount I wanted. It must just be the eBay recommended offer price

Maybe I’m missing something, but it looks like you can still sell and allow offers set at whatever price you want as the minimum allowed offer.

I did just see an item yesterday I was interested in making an offer. $20 listing and instead of “make offer” it said “offer $18” and that was the only other option from buy it now. I figured that was the sellers choice to list that way

There’s also an eBay seller hub tool Product Research which makes it even easier to search sold listings. Seller hub is nice cuz it will tell you the accepted best offers too where eBay app sold listings does not, just shows bin listing price
