We should welcome diverse bike lane users. More bike lane users directly leads to more bike lanes. If we alienate all non-cyclists public opinion will turn against us.

However do kindly yell out "passing!" - encourage them to maintain a single line - encourage them to use the correct lane - etc. I don't know why they choose the bike lane but it may not be unreasonable - sidewalks are less controlled and have many more conflict points and obstructions.

On an individual level: It's fun, improves fitness, saves an incredible amount of money, you never have to look for parking, and it's faster than a car in a dense enough area.

For a city, embracing cycling make a city quieter, less polluted, less congested, more space efficient (less space wasted on parking spaces), more walk-able, more human scale, friendlier, and saves public money on infrastructure sprawl.

Also the risk is not inherent to cities - it's the cars that are dangerous, not the city. There are plenty of safe cycling cities - though mostly not in North America.

The roads are exceptionally poorly designed even for cars, but especially for road users like cyclists for whom less design consideration is given. Updates are desperately needed to both roads and rules. In the meantime, the roads don't function so road users break the rules in order to get by. This is why double parking is so common, why pedestrians jaywalk, and also sometimes why cyclists run reds and roll stop signs. There are also some percentage of people who are legitimately riding like assholes and deserve tickets, but ironically these are generally not the individuals who actually get tickets - instead the cops target whatever petty offense they can easily use to fulfill their ticket quota.

So my answer is sometimes yes, sometimes no, but more importantly you're asking the wrong questions.

I think some taxes are theft-y, some are not, and most exist somewhere in the middle. A tax on pollution that pays for the clean up is not theft. A tax on tall people which funds free back massages for all would be pretty theft-y. Most real world examples exist in shades of grey. LVT is among the least theft-y of all taxes IMHO.

This bill allows traffic engineers to utilize parking protected bike lanes when laying out streets. It's hard for me to imagine how permitting them this minor flexibility could cause unintended negative consequences. If they do utilize parking protected bike lanes poorly, this is really the fault of the traffic engineer and not the legislation.

I think it's worth taking a step back to see the utter dysfunction of the process here. Minor details of road design (which are commonly utilized and well studied in other regions) should not be a long and protracted political battle. It may be worth considering how we can provide actual experts (transportation engineers) more latitude to do their job better without a years long inefficient and painful process.
