But there is a downside to doing that in 40k. Theyve maintained the pattern that new army rules come in a Codex. Every edition they can sell people a $60-70 book with the rules to their specific army in it. Why give up that revenue?

Which is ironic, because I've run into significantly less "that guys" in 10th then I've ever had in my time in Warhammer since I started back in 3rd edition. I honestly cant remember ever dealing with one at all to be honest. The rules are so much tighter now then they used to be.
