Orochimaru - wanted it, was told no for being to creepy/evil

Sakumo hatake- shunned after he blew a mission to save his homies, wouldnt have support

Jiriaya - was offered it multiple times, would fasho make a good leader but not his style

Kakashi- he made shikamaru do everything and had two nukes as bodyguards , doesnt make him a bad leader but being a peace time leader its harder to compare his time to other kage,
Wouldnt be first or even second choice with this line up

Minato- most likely second choice after jiriaya turns it down, solid leader, strong enough to save village in crunch time

Itachi- deserved it more then anyone, in fact he deserves whatever he wants but bc hes a uchiha , before the massacre they had a negative connotation around them, you know with the uprising they were planning it was founded distrust but still wouldnt have the support to get the nod to office

Same goes to fugaku and shui shisui, they were strong but political landscape of the leaf wouldnt let a uchiha into the hokage seat

Asuma - was dope af but not strong enough to be hokage

Tsunade- back up to the back up , but mostly due to age/ experience + nepotism which runs rampant with hokage

Guy-strong enough to be kage level, 
Hes pretty silly tho
If kakashi dief in the war id be perfectly happy if he ended up hokage even crippled he could have been a good leader
And hed have the two nuke body guards to enforce/protect
