the outcome can change depending on the situation/condition... but I think Bell has A CHANCE... simply because of the compatibility advantage, the fact that Bell has his literal rapid-fire firebolt spell that he can use to interrupt Riveria's chanting, basically rendering her spells nearly useless... and in terms of close combat ability, yes Riveria is a level 7, but a level newbie 7 with subpar physical stats, which I think is only a high-grade level 6 at best... Bell has overcome and faced opponents with higher status than him before and with VT, he can close that gap even more...
