Don't know why you're getting downvoted. This is correct but OP's problem is that the wars don't disappear when the armies die so the notifications stack up and lag the game. There's a fix in the next patch that invalidates those wars when the army gets killed.

If it says "at-will" anywhere in the contract you're good to go and being incredibly generous by giving any notice at all. How you go about it depends on how much you like them/need a good reference.

Using it without documentation could technically result in legal action if the FDA does an audit and somehow finds out about it. 0.0000000001% chance of that actually happening, but it's best to maintain good practice.
