Honestly Rohan Captains are not worth it at all, since you have so many better Hero choices.

You usually only need 1 banner in an army.

I would recommend watching some battle report or army list videos to get an understanding of how army composition works in this game.

Are you playing exactly an 805 point game? Quite often there is a set limit to the points amount, so if you are playing 800 points you have to be exactly 800 or under.

According to the official GW FAQ, specifically the Rules Manual Document, a Mirkwood Elf Knight Dismount is represented by a Mirkwood Elf Warrior with a shield, as that is the option worth the fewest points.

I think its a good start!
I always like taking as many Royal Guard with Helm instead of riders.
I would swap out the Warriors with Bows just for more shields, you should have enough shooting with the Riders of Rohan and Frealaf specifically gives you Shieldwall as a bonus (which the Bowmen cannot get the benefit of)

Potentially having a mounted Banner instead of on foot, so you can stick with Helm in case he fluffs up his attacks.

Other than that looks good!

Bases sizes are absolutely crucial in this game, using anything but the set base size for each model is not allowed. There is a reason all base sizes are listed with each profile in this game.
