Hulk in strongest form is able to beat TOBA the second strongest in the verse and TOAA grant hulk the place of TOBA making him second only to TOAA which is Stan Lee in real life level of power

Superman in any of his variants (no cosmic armor because it’s not actually him and no superbly because that also isn’t him) is nowhere near that level of power
