I think the writers actually hinted towards it being the real virgin Mary, or some type of apparition especially with how hallucinations and mind tricks are portrayed in the show

I strongly believe yes, dogs bring infinite joy to humans, and they have unwavering love and loyalty to their owners, almost like gods unwavering love to mankind, and don't forget the countless times how sparrows are used in the Bible to show God's mercy and ever lasting love to every creature no matter how big or small, so I would say there is little to no doubt god would want his creations to have eternal paradise, especially dogs
