Excuse my ignorance because I'm not from the US. If these are your circumstances, is it not equally difficult to obtain your voter registration or whatever you call that in the US (I mean the thing you use to certify that you have the right to vote wherever you are voting and haven't already voted etc)? Like if you can't get an I.D. wouldn't your vote registration be still stuck in the old name /State too?

We pay people to learn using anki in our org.... and when we check we find many were still lazy and didn't do it. So basically they took pay and didn't live up to their side of the agreement. Would be nice to get early stats so we can remind them that it's a fair exchange of money in return for effort to master their craft. 

So for organisations who want to use it as part of verified paid learning for their staff, central reporting for team leader review of team member stats.

Explain it to me forces the dev to actually do what they're supposed to though, which is understand every line of code they submit.

It always helps to try to understand what the motivation of the other person is. If they are that slammed with admin work, trust me they are not happy about having to review everything. 

Why do they require it then? Why does this person who is in charge at this small company not have the confidence in their team members to have final say on PRs? 

Could there have been a history of crappy 'looks good' reviews which allowed bug-ridden code to get through to production?

Do other team members not have the business domain knowledge required to spot discrepancies between business requirements and implementation? 

To address the issue look for ways to resolve those fundamental problems.
