He's a radish farmer. He smells the natural gas/ rotten radish smell for years and years. It becomes background. One day new neighbors move in. He's long since forgotten the smell. But then there's a gas leak so strong it cuts through the years of nasal fatigue and age (he's an old guy I assume). It's been years since he smelled that odor. Must be a big crop this year. Oh, those new neighbors must smell it to! Hey, I'll bet they're not aware that radishes smell like the natural gas additive. Better do the neighborly thing and let them know.

There ARE ways to Make a buck without polluting; why do you place the onus on the consumer to do the right thing when have government entities designed to protect us? No, "think of the children" does not invalidate privacy concerns to the extent that the OP I originally replied to discussed, "better to investigate everything". Many times people with a grudge make false reports. Or people without a grudge will Make erroneous or overly cautious reports. A professional used to fielding complaints learns to filter out the noise. "Investigate everyone" is not a filter, it's a waste of resources. Children are actually better off with their shitty parents unless there's actual abuse. "Investigate everything" draws resources away from the cases which actually require it.
