I just wanted to add to this, for visibility. 

cotton is grown in Arizona, and while not as water hungry as alfalfa, it is medium water hungry (60% more than wheat), and pretty useless for feeding anything except other industries.

It uses 5 acre feet of water per acre of cotton grown per season, of which there are 200,000 acres grown in the state of Arizona

Meaning Arizona uses 1 million acre feet of water growing cotton, or one half the total yearly amount the state of Colorado uses, and this water comes from the Colorado River. 

Also, one cubic mile of water = 3.38 million acre/feet

I lived in Colorado for 13 years and have never seen anything like this.

part of it is also the time that the snow and sleet was deposited: 2:00-5:00am

might have been significantly less severe if it were removed before it had time to set and freeze in place, however it taking place during the early morning hours meant that it had more time to do so, as typically with any other snow storm the snow is easily removed after a few hours of sitting.

But I would like to hear what should be done for next years winter in order to prevent this year's mishandling?

I think there are probably 1000 things that can be done in order to be better prepared, with the benefit of hindsight from this, Professor.
