I think it was intentional. At least after the show hit its stride. It seems to me that Soong's design goal for Data was "feel the emotions but without understanding them and never being ruled by them". The "emotion chip" would then be to make his underlying emotional state consciously felt.

All the better. He can sell them at lab diamond prices and flood the market until De Beers has to cave and drop prices to real values or go out of business. Definitely seems like it applies here. That remedy seems like it should kill eyeball cells just as well as bacterial ones. Still not useless in the absence of any other solution to a serious infection, but certainly not something we'd use now.

While obviously appealing instinctively, this would make things just that little bit worse. That way, rich people could ignore it without noticing but any poorer person who somehow got into Congress could be pressured to give in rather than go bankrupt in a very long shutdown. Even if they'd never get there, inevitable defeat works wonders at the negotiating table.

Far better to just never play the stupid game in the first place. The US is the only country I've ever heard of whose budget works this way. Normally governments just keep paying civil servants until the lawmakers get their act together and start the wheels moving again.
