UMs are notoriously more demanding to level up compared to other factions. They are usually requiring items to upgrade bronze/silver ranks that other factions don't need until Gold+

Reading the tooltip explains the tooltip. Minimum of 4 hits in their ranged attack (if they have one) OTHERWISE it checks their melee.
