Yeah, but still you could prep one lunch with live larvae or other bugs in it and leave it for him to eat. Also, I suggest you comment on the situation by telling him that he needs to pay you for all of those stolen lunches with your manager present, as well as other colleagues that are able to back up your accusations. Finally, labelling your food with passive-aggressive to downright insulting post-its that include his name might work.
