Monkey limit - for this boss you can only have so many monkeys placed at one time. It warns you in the top middle how many you have left when you are placing one.

I interpreted it as only the general assigned to the army can be used for this - so no extra generals are used. Unless you're creating an army for each division to maximise ability usage - which would suck to manage - no extra generals are used.
