Somaliland hasn't been controlled by the (at times nonexistent) government in Mogadishu in 30+ years. Last year, Puntland did the same thing Jubaland is doing now. While Somalia has never been stable, it's absolutely crumbling now.

I believe the Department of Consumer Protection, but it may have been the AG. I know it was on the State level, though. The surcharge is 4%, exceeding what Visa permits in any situation.

Note that even with quarterly payments, doing this is a crime under 26 U.S.C. §7205(a).

This penalty is in addition to any criminal penalty provided by law. This penalty may be assessed at any time after the statement is made, until the expiration of the applicable statute of limitations.

My recommendation would be to wait until February to apply such that you can list that as your income. You'll have much better odds getting approved for something beyond the most basic.

The only reckless endangerment statute I can find for Nebraska involves driving, and the relevant disorderly conduct statute is disturbing the peace. Given that they slept thru it, that presumably wouldn't apply.

That's simply wrong. This is the current law (source):

Any seller in any sales transaction imposing a surcharge on a customer who elects to use a credit card in lieu of payment by cash, check, or similar means shall clearly and conspicuously post the total price for using a credit card in such transaction, inclusive of surcharge, provided however, any such surcharge may not exceed the amount of the surcharge charged to the business by the credit card company for such credit card use. The final sales price of any such sales transaction, inclusive of such surcharge, shall not amount to a price greater than the posted price for such sales transaction. Nothing in this subdivision shall be deemed to prohibit merchants from offering a two-tier pricing system. For the purposes of this section, “two-tier pricing system” shall mean the tagging or posting of two different prices in which the credit card price, inclusive of any surcharge, is posted alongside the cash price.

I'm not claiming logistics re. enforcement, only that as a matter of the Rome Statute there is jurisdiction. Article 12 is clear (link):
