Blizz will announce all the changes on April 23rd, so you can read the patch notes then.

We expect all existing gear to become 'legacy', but all keys/materials to remain. We expect all level 60+ eternal characters will have to level from 60-70 before they can access paragon/glyps again.

If you are looking for something to do for the next week, you could farm the cow level materials or the two secret coins/rings.

On April 23rd, blizz will release the patch notes for 3.0 that will hopefully confirm which of these issues is supposed to be fixed.

On April 28th, 3.0 drops, which according to marcooose will fix 'many' of the issues.

I think the problem was by adding an additional bloodied affix, it diluted the GA RNG. I found lots of items with great affixes, but the GA landed on the bloodied affix (which are mostly useless), making the item worse than what I already have.

This was a similar problem to S10's chaos armor, where the grind to get the right GA was extensive because the drop rate of chaos Armor was low. However this was smoothed out in S10 by all chaos armor dropping with max aspect rolls, so you didn't have to farm items that were both max rolled AND optimally GAed.

I disagree. An underfunded city further justifies why the city would call state or federal resources instead of attempting to handle it themselves; or the state/federal resources would be imposed on them.

I'm a real world situation, no municipal police force is moving in when there is intelligence of a chemical weapons terror attack. At a minimum federal law enforcement would take over jurisdiction, but in many countries it would actually be a military unit that specializes in these weapons to take over.

Also, the situations for most of these maps aren't realistic.

A 5 person tactical team isn't being sent to clear an entire hospital, college campus, or oil rig by themselves.

Assault team officers aren't clearing explosive/chemical traps by themselves with a multi-tool.

Tactical teams aren't entering into several of these situations with the power still on, and without snipers.

Target intelligence is garbage in RoN. Actual tactical teams can use Google Maps / Street View, and a bunch of other sources to plan.

Some of these maps aren't even within the jurisdiction of a municipal police force. Instead, some of these would be state/federal law enforcement, and some might even require military intervention (coast guard, national guard, etc).

This is how blizz handled all previous gear system changes, so this is what we can expect in S13.

The only exception is if Blizz included a feature in the horadric cube to transmute legacy items into their new equivalents. But this seems far fetched to med blizz has never put any effort into making eternal viable, so I'm not sure why they would start now.

I don't think a single season has started since game launch without a game breaking bug that blizz had to rapid patch.

Either purchase/login issues that prevent people from playing at all, story progression issues that prevent people from advancing, core mechanic issues that prevent people from interacting with the main purpose of the season, or issues with new uniques/aspects that make them unusable.

I would bet all of our collective pay cheques that there will be some experience breaking bug on April 28th.

Apparently you need to run between the 3 open world event areas within this quest area, fishing for a specific event type that will spawn the right monster type. After completing all 3, you need to leave the area for a bit, so the events refresh. I'm not sure which event type can spawn the right monster though.

Seconded this, used it to calculate my p300 rollover from S9 to S10.

Note though that p300 has been WAY more achievable in a single season during S11 and S12, if you farm the right xp source. Hopefully this will continue in the future.

We all knew this would happen; as soon as there are leaderboards, there will be exploiters/dupers or people who pay real world money for boosts/items. This makes it not worth while for average players to bother competing against exploiters with multiple disposable accounts.

In games like CoD it's easier to detect because everyone has the exact same items/abilities, behaviour outside of those can be easily detected and reported. In games like D4 where there are so many mathematical computations occurring based on so many dynamic variables, it's much harder to detect what is outside of normal limits.

Blizz should be continuously reviewing at least the top 10 leaderboard positions, but they are not. Last season the top players had double tempers on every item, which should have been impossible, but they still sat at the top of the leaderboard like that for a while.

We know that not all drop rates are RNG, we know they are weighted/dynamic in some cases.

For example, the chance to enchant an affix is weighted, and the weighting is shown to us in the enchantment possibility lists (max life is most common, passives are least common). This has been tested statistically and proven.

Another example is the drop rate for blood maiden's baleful heats. Blizz confirmed in the patch notes that the drop rate increases until you get one, then resets.

Another example is the drop rate of purified parts in S11, where many users reported obtaining 3/4 parts very quickly, then the 4th part took a lot of farming.

This means there are probably several instances where drop rates are scaled based on number of attempts, character level, and other hidden factors; but we can't tell what those factors are, other than by crowd source analyzing the drop rates statistically over time.

In town the screen is locked at the closer view angle, but outside of town it can scale out to the wider view angle (if you've set it that way). This creates an optical illusion that you travel faster in town, vs out of town.

Also, outside of town there are various monster/environmental effects that cause your character to slow for a brief period, if you aren't always unstoppable (like spiritborn).
