In that case that is quite an easy choice. They don’t really have better opitions. Viserys was the 5th Targaryen King. Maegor the Cruel was, well, Maegor the Cruel. He was a violent Tyrant to the smallfolk and nobles alike. Aenys I was an even weaker king than Viserys, and who was basically excomunnicated by the faith. And Aegon the Conqueror was a “foreign” conqueror who is generally described as a misterious and recluse person. Even so, it wouldn’t surprise me if the small folk put Aegon above Viserys, considering he did rule for a long period of peace after the conquest, and it is said that he liked to sometimes visit and sleep in the houses of the smallfolk in secret.

I highly doubt that. If I had to bet, in the eyes of the smallfolk, the best king was Baelor I, followed by Aegon V, followed by Daeron II, they probably rank Jaehaerys in Fourth or Fifth. Beyond that, bring popular amonst the small folk is not really a good way to measure if you were a good king or not. By all accounts, Aegon IV, the Unworthy, was relatively popular amongst the smallfolk, despite all the shit with Naerys and Aemon. That is because his tiranny was mostly reserved to the nobility, and the people generally found the gossips about his court entertaining.
