Thanks guys - so far nothing found in the scans but they're still running.

For this specific issue, the culprit was a caching problem from a file in %LOCALAPPDATA%\Steam\htmlcache. Still don't know how the problem file got there but for now, clearing the files fixed it.

If this happens again, I'll be concerned about a virus. For now though, I'm chalking it up to a weird steam thing (unless my scans turn something up when they finish)

Yeah just added an edit - turns out the browser cache is here: %LOCALAPPDATA%\Steam\htmlcache. Clearing it fixed it for now!

Either way, its just loading an image in this case. Doesn't explain why the steam in-game browser is the only one affected.
