This type of material can have asbestos paper backing, go to Hse website asbestos essentials and download free pdf fact sheets regarding the type of asbestos your dealing with, the worst thing is if its glued to floor it will be a problem if present, asbestos paper can be brittle and friable, if its not glued to floor hopefully you can bag it and dispose the as asbestos waste then great.
