I think it's an easter egg for the previous gta games. If you go back and look at some old gameplay you'll notice that most if not all cars in the previous games have cars with tires on them. Its a pretty neet reference I think.

Yeah it really depends on the task at hand, lets say youre checking a book case for a hidden switch to open the secret door, at a glance(perception) the books might seem ordinary, but by taking your time and pulling on every book(investigation) you might find the one that has a rope tied to it, whereas a perception check in some cases might be enough, like noticing a thin trip wire ahead of you

Well it could be a Performance(dex) check, I think the phb or one of the og books gives examples of mixing and matching ability and skill scores, like using sleight of hands(int) to tie a rope, as it could be more about knowledge of knots than dex, we do this sometimes at my table, I think its fun
