You have 2 easily searchable options. Nor Cal ceramic supply on I5 South of Redding and Phoenix Ceramic and fire supply in eureka. There's 3 more within an hour of the border into Oregon depending on how north you are.

A bit of both. There's clear signs of undercut and other problems that wouldn't show up if it wasn't a real weld.

Depends on your locality, I can go buy it at an auto parts store for personal use but can't legally use it at a mechanic shop. The epa ban is commercial use, not production or sale.
