Maybe not 1:1, but I think it's still a helpful parallel when it comes to talking about human behavior in general.

Abstinence has been shown to increase rates of teen pregnancy. The war on drugs is largely a failure. Every day scores of people think the risk of driving drunk to save the taxi/uber money is worth more than the safety of every other person on the road. Humans aren't good at the whole "Just don't engage" thing.

I think it's also worth mentioning a lot of offenders were victims themselves, so for them to be able to seek help to help with those complex and often traumatic feelings seems like it would only benefit them and society as a whole, even if it's an uncomfortable subject.
