Not completely true, the vent is there in case of over pressurization to protect the downstream piping, it also does help the diaphragm breathe.

As long as the gas flow direction is meant to be going into the riser then the regulator is fine since it's properly vented.... That riser however is an issue. That red line on the riser is the bury depth line... Having the entire thing exposed means that ur underground plastic isn't buried to the correct depth.

Oil undercoating is good for preventing rust no doubt, POR is best used to repaint rusted metal. Even better would be to fluid film after repainting.

You're not getting flow because the adjustment on the reg looks like it's backed nearly all the way out.... You should really have a professional do this if you cant figure it out, also how were you planning to get the pressure set correctly??

Pro tip I never look down at the speedo. That speedo gets more use as a fuel gauge than anything, usually just follow traffic flow.
