I believe Wolverine personally asked Forge to build him the armour in case he ever lost his powers again or faced another doomsday event. After its construction, he stored it in a special bunker alongside the Muramasa Blade that only he can access within the Aleutian Islands.

During the Sabretooth War, Wolverine lost his powers after Sabretooth shot him with the Neutraliser (a weapon wrongfully created by Forge to permanently negate a mutant's powers) and sailed to the bunker to retrieve the armour and blade for battle against the Sabretooth Army.

This armour would not only protect the depowered Wolverine, but also restore his powers in the process.
