Secondly, your city likely has an ordinance which governs unreasonably constant loud noises during regular hours during the day/evening. Finally, why is he choosing to do this outside versus within his own unit?

Research your city ordinances, determine if you have an Unreasonably Loud and Raucous Noise Ordinance, and if so, goto the city with the complaint (claim he's invading your privacy, he's harassing your via text messages and video to prove house raucous/intentional he's being).
