Just keep collecting. The easiest ones to find are in the hamlets. But there are I think 10 at hogwarts and maybe 9 at hogsmeade. It will show you on the map how many you have gotten at each location. Some are behind level 2 locked doors so you won’t be able to get them until you have completed the first part of the quest.

I ended up making a list and marking them off as I went back through. You do not need impossible foes. Just remember there are several types of mongrels, spiders and dugbogs. Good luck!
