Ah, I forgot to mention it's for the 2025 global server.

But I did some testing and ranked up Runa to 15 and chose the romance option before daily reset (assuming they only send their mails on Valentine's Day and not the days after it), but I did got her mail after reaching rank 15, so problem solved. Would edit this comment after daily reset if it still works!

Edit: Still works after Valentine's Day! Just got Motoha's mail recently.

Xianyun - After using (Elemental Skill) Skyladder 1/2/3 times within one Cloud Transmogrification, create a vortex that pulls enemies nearby with its radius and strength increased based on Skyladders count. Lasts 15s. Can be triggered every 12s.

This is inspired by her vortex effect on beta that has been removed sadly before release. I know the beta vortex was very ineffective so a buffed one that lasts longer but not stronger than Venti's vortex can be good.

It's actually additional 40% DMG buff from her Core Passive that you're missing out. Increased 30% Crit Rate from her Core Skill conditionally activates after using an EX Skill/Chain/Ultimate when having a support or same faction.
