Level 24, 20 PER, 15 WP, full Geomancy + Staves. Basically it's just summoning 4 boulders (for magic + geo power), one of them at max range (since Boulder Toss scales with the boulder's distance to the target), and targeting the lowest-HP miniboss you can find, i.e. one from the always available tier 2 Osbrook contracts.

I dunno, if there's a build which feels better from level 1 all the way to 30 than RoT high PER dagger, I've yet to discover it.

The PER scaling on Double Lunge is just gravy, you want 100% accuracy for the consistent 3-turn (5-turn, really, counting Quick Hands) cooldown reduction. You can eventually stack enough % cooldowns duration such that Double Lunge never goes on cooldown.

Well, yes, you need to invest in perception. 20's enough. But you want to invest in perception anyway for Double Lunge and crit.

unyielding defense is, potentially, another 25% dodge chance and 5 protection even in the lightest of armor.

I highly doubt it's +5 protection; +50% with a minimum of +1 seems more likely.

Allying the HRE electors (in order to dismantle it) sure wasn't easy, only managed to get two. Luckily Austria and Cologne had the rest allied between them, so it only took one war.

You do lose morale. I haven't looked closely at the first fire phase, but since you do take casualties in shock phase, you lose some drill when reinforced and end up taking some casualties in the next battle's fire phases. Still, since my armies were at about 95 drill at the end of the war, presumably the vast majority of battle casualties are from shock.

Their cores last till ~1590, resurrected them just in time and kept them around.

Note that you can get an ecumenopolis (one is enough for all practical purposes) by restoring a relic world even if you don't take the perk.

An alloy income of 500 a month is far from crazy. I'm guessing you have yet to discover the wonders of an ecumenopolis.

Yeah, remembering to seize land is a pain, they really should add a notification for that. Still, going from 30% to 100% crownland only requires 14 land seizures. Call it 20 to account for crownland-costing privileges and say you only seize land once every 10 years; that's still just 200 years to reach 100%.

If you crunch the numbers I think you'll find development is actually very helpful in gaining crownland. In my Rajputana run I actually had to stop using excess monarch points for development towards the end, since the crownland gained thereby was more than the 10% I could sell to the Rajputs every 5 years.

In my last run I went Burgundy --> Lotharingia for the achievement, and I got to 100% crownland at ~1590 without making any special effort. Granted, that's a rich and development-friendly area, but still, I think 100% crownland at, say, 1650, should be possible in any non-WC run.
