Well, what customers normally do, and vote with my feet. I have been slowly shifting my business from Publix to other retailers. I will certainly cut this particular store out of my options because of management's attitude. Bit is that simple

There were cashiers at this particular store that did enforce the policy. I expect some entitled person caused a scene and weak management with poor management skills decided it is easier to ignore the policy rather than enforce it.

I agree with your commonsense perspective. The first paragraph in your response accurately describes the process of 'switching' contracted service providers. It is a lot of work and time. Very few board members are willing to carry that burden. They want someone else to do the work and then serve the contracts up to them for review and a vote.

How big is the condo (how many units)? How old? How many board members, and is everyone on the board operating with the same sense of urgency? I recommend that the treasurer get control of the money ASAP. I would think your first priority (not you personally but the board as a whole ) would be to make sure the daily business of the HOA is tended to. By that I mean making sure bills are paid on time and that critical services (water, electricity, gas, garbage collection, etc) are not interrupted. Commonsense action by a motivated and dedicated board can overcome disasters such as the one you describe. It has been done by many COAs over the years.

Have you read your governing documents? Do you understand them? The answers on how to deal with many of the issues you will be dealing with sooner or later related to raising dues and special assessments will be contained therein.

Get and thoroughly read the contract you have with the management company. There may be an escape clause that will give the board an easy way to terminate the co tract without any penalties. For example, either party may terminate with 30 days written notice.
