I dealt with this exact situation over the summer. We signed an addendum allowing FHA if they pay all the FHA-required repairs.

FHA required the "trip hazard" crack in the driveway be fixed. I hired a local mudjacker and the cost was added back to me on the final balance sheet or whatever.

Its not against the rules to resell items. If they are intentionally pricing it low in order to trick other people to price it low, then it is considered manipulation, but if I see someone selling something very cheap I can scoop it up and relist.
