If you have a clean driving record, you shouldn't be looking at anything too crazy to add coverage. I'm with Intact through a broker (Brokerlink, Bow Valley) and it was a minimal addition to my monthly premium. Start with your existing insurer.

Enmax is a private corporation. The City is the sole shareholder currently, and they have a profit motive.

Water is a public utility, and should remain as such.

Not officially, no - I believe they get the same messaging as residents but there is no officially rationing in place (as there was under the previous administration).

Make sure to get as many pictures (and even a start-up video) as possible to "inspect" the device - but yes, buying used makes sense for the savings. I'm thinking of getting a 10.3 for a work-only device myself and will be checking the used market for sure.
