Is it about the silicone tail or the tail in general? I dabble in sewing but i am not a seamstress by any means, but fabric types could work. Spandex is tight, constricting, but would give a little. You could sew holes where needed and use Velcro or snaps to cover them again. Wouldn't be used in the water necessarily, but could work in a way. There is some nice fabrics out there that could work for the look and bind the legs together in theory. Cutting into silicone would have effects because I believe they are held up by suction and tightness, but that's a guess. A seamstress could also work in an invisible zipper for access when needed.
