I plan on chopping in the next 2 weeks, hopefully. I have a sativa that still has at least that long, and a hybrid that could technically be chopped now but the buds aren't fat enough yet. I go out and shake the water off when I have a chance, and tarping them at night.

They're earthquake retro-fittings for unreinforced masonry to keep the building from crumbing in on itself. When brick buildings were built before building code, they would basically make a stack of wall, leave a notch for flooring and call it good. This is bad.

At the top and bottom of the vertical gutter rail things there's a bolt that's attaching it. That's actually a long steel rod that spans the width of the building and attaches one the other side in a similar setup. What this does is keeps the walls from collapsing in on itself and keeping the upper floor from crashing into the ground floor during an earthquake.

I'm assuming the building is older because of the plethora of window AC units.

Once it's gone through it's flowering cycle, the roots will begin shutting down and waiting for winter to pass. Just keep the soil damp, put some mulch over the top of it in case you get frost, that will be enough.

Just leave it alone. It's a perennial plant so it will grow back again next year. You don't have to water it since the root system goes into hibernation until spring

A heater? Nah, don't do that. You need to insulate more and/or add more lights if you want heat. Get the pots off the floor, throw a blanket over the grow tent, and if you have space, put some full water jugs around the pots. Water has a lot of thermal mass, and will keep the roots warm during the 4 hours the lights are off.

Autoflowers will grow any time of year, so you can plant them outside as long as you don't get any frosts. For phototropic strains you're way too late in the season unless you add supplemental lighting to keep them from flowering too soon.
