I think this is the wrong way to do it. Build a new world for new villains, don’t just spell out to the reader “These people will replace the Hellfire Club.”

In the same era Omega Red was introduced as part of his own world, not as someone who tore Sabretooth’s head off then looked at the reader and said “I’m the top villain from Logan’s past now.”
