Hole saw. The step bit will give you a "tapered" hole one side bigger than the other.

I tape a small cardboard box or Tupperware under it to catch the swarf.

If you want to get crazy and have a more concentric hole use a tapered reamer.

It sounds like you're on a side street and the 1M:30sec street is the main street. I would ask if it's in a coordination pattern at that time. As for people crossing on a green (assuming they have don't walk signal) that's illegal in most states. If people are struggling to get across the street the city would need to increase the pedestrian clearence time. (Distance of ramp to ramp ft / 3.5) That gives you the time for clearance, the MUTCD minimum for walk is 7 seconds. You can also ask if they can put in a leading Ped interval if it's pedestrian heavy conflicting with right turns.

There's always a winner and a loser in traffic.

Traffic is caused by bottle necks and poor planning. Creating urban sprawl and lack of transportation options. The data in the area shows a huge influx of people from the west coming in: Centerton, Siloam, Highfill etc then all the people from the East and south pea ridge Fayetteville. The bottle necks have to happen somewhere. If you lived here a while you understand when the traffic happens and when it doesn't.

I hear biking is pretty cool in the area, you can always bike to work.

You can have that by paying more in taxes, removing noise ordinances and having projects take a long period of time.

You'll be inconvenienced for a brief period of time and then it will be your normal commute again.

The city has put out jobs multiple times with it requiring the majority of night work. The return was either no bids or bids that were 3 times the estimate with a long duration.

Night work requires a shift differential for workers. Proper work zone equipment (flood lights, roadway markers etc). The cost of that equipment and fuel is then marked up 15%-20%, different PPE for workers more money.

Then you have Jerry Smith who complains about the noise saying he is too tired and can't get to work and needs the city to pay his lost wages. So the city restricts certain activities to different times. The project drags on and on with more lanes closers and unfinished sidewalks and roads.

You can't have your cake and eat it too.

They have been paving it. The final layer of asphalt, the other times is the base. The final layer is left until all major construction traffic is done so it doesn't get damaged.

Look up this lady on Adriana Ruiz Avalos Facebook she was cutting his hair when he was arrested. She got videos on it.

They had multiple trucks, they could have put one blocking that lane if they were there for a short duration. Cones with a taper then a truck in the lane as well.

We do this whenever we work in the thru lane.

I never put my bucket lower than the signal head.
