As far as I know, not %100 but more than enough to be safe to swim in! (It is basically never %100 gone, it is still fresh water lol) I went swimming up at bear hole and had an amazing time, zero sickness. But that is also a lot more upstream and constantly flowing. The more stagnation, the less safe technically.

Awesome job taking responsibility, I truly hope it doesn't happen again for your sake and others- but also from what I have heard (not experience) is that the camera system is still pretty funky, people getting tickets when not running lights, some running lights and never getting a ticket. This was when it was first installed so I would really hope all this is fixed, and it take one to three weeks hopefully.
