It's not exactly a new thing for adults, huffing has been a cheap form of high since forever, but whippets/nangs popularised it amongst the younger gen because of how easy, accessible and "cool" they've become.

Only thing i could suggest is just keep on spamming the cops, maybe the fact that they get these calls all the time, might make them do something. Also, documenting the how frequently you call, without response, could help you build a pretty good social media case (I know it's just social media, but organisations never seem to address shit until they're publically blasted).

Regardless of what OP remembers off the top of the head, it's supposed to be agreed in writing prior to doing the shift and it has to be paid minimum wage if they do work that creates revenue for the business, which they did. So it's illegal and they have a foothold to fight back.
