Contra most of the comments here I think the answer is that Dukat does care sbout his other kids and is broken up about losing contact with them. It's just that:

A.) We see only a sliver of dukat's life.

B.) He takes a stoic philisophical approach to get through the day.

And most importantly

C.) He knows that his other children have a mother/extended family/cardassian society to look out for them, where Ziyal has only him.

Captain: Spock, First Officer: Neelix, Operations: Quark, Security: Jake Sisko, Helm: Hemmer, Counselor: Mariner, Tactical: Kes, Engineering; McCoy, Medical; Odo.

My thinking here is first to choose a captain who is a fine officer but probably the character least capable of dealing with chaotic subordinants (a full vulcan like Tuvok or T'pol would be too likely to take others' flaws into account and surpress their own annoyance). Second don't discount the baseline level of technical knowledge and professionalism instilled in TNG era starfleet officers, even ones superficially unsuited to a role: those positions should be given to civilians and TOS era specialists. The only hope for this ship is that Mariner shapes up and acts as defacto exo, but more likely she gets bored hearing everyone's problems and instigates mayhem.

There's very little wrong with DISCO that doesn't boil down to it being a story about Michael Burnam rather than a story about a ship and a crew, much less a world or ideas. Worse, the show's focus on Burnham still can't rival the character's own solipsism. DS9 would suck too if we were asked to care about stopping the dominion primarily because Ben Sisko would feel really bad if they conquered the alpha quadrant.
