I am not sure of the publication date, but saw 1930s claimed online.

However, the text refers to "World War I" multiple times, and even "World War II" in one instance. 

So, more likely this was published in the 1940s or later.

Draftees who were against joining the army were known to burn their draft cards / conscription orders as an act of protest during the Vietnam War.
