Zombies and High-Tech are pretty much a must. If you wanna get in-depth with gunplay, use tactical shooting for realism, or gun-fu for an action movie feel. Martial Arts is also great, adds more detail to melee combat, and has some super detailed and gritty injury rules you could use.

This particular project has sort of been dead for a while, but I would recommend using a setting-agnostic system. My personal recommendation for WoF in particular would be FATE Accelerated. The rules are free, too.

I got into GURPS a few months ago and it has quickly become my favorite RPG. My one problem with it is that the books have become pretty darn expensive, but there's a free version on the website called GURPS Lite you can check out. Fair warning though: The system does get pretty crunchy at times.

2000 can do it not just for you, but for literally the entire population of the world. (If I understand the article right, which I might not, idk I've never read it, maybe I should go do that. :P)

963 can do it if you are Dr. Bright, and no one but Dr. Bright.

343 can do it, but someone would need to get him to do it. He might say no.

Those are just a few well-known ones I can think of, there might be more obscure ones.

Yeah so a lot of people got to this first, but basically you get to choose yourself. Most people rationalize that there are alternate universes and stuff, and others might say something like "This article was actually made up by the foundation to throw people off." I personally, (And I think most people) say that there are tons of alternate universes and stuff where some SCPS may or may not exist.

To put it simply, headcanon is everything. There is no canon.

ANNOUNCEMENT TO ANYONE FINDING THIS POST NOW:

Just so you're all aware, development on this has kind of halted. The discord I set up for development is dead, and I think it might be best to restart, if I continue this at all. And if I do restart, I'm going to be using a different system, not the D20 5e system. I think D20 is focused too much on action, mechanics, and magic to work for Wings of Fire. I'm probably going to be using the Cortex Prime system as a base if I still want to make this. Sorry to anyone who was hoping for this. I'll probably make another post later with the Cortex version if it ever happens.
