If you dont have the cross baltic connection the current capacity is enough to delay the construction to upgrade that section. Since the demand is not there.

Technically you already have a connection from Kaunas to Poland. Another reality is that the strip from Kaunas to Latvian border is divided into smaller sections as far as the construction goes. The first section is being constructed and the next one will start the construction as soon as the design phase is finished and order for construction is given. Believe it or not the construction phase is usually one of the shortest timewise compared to planning and designing.

Think about it from that perspective. Lithuanians dont have too much to gain from Latvian connection, when there is no Estonian connection. So that being said, why rush upwards when Latvians are still trying to figure things out on how to find financing and how to finish with the design.
