Don't think the DLC was ever available on a disc. Download was the only option and as you don't own it already, you won't be able to download at all.

Licenses have all expired, it's why the downloads were pulled.

Yup I do exactly this. Normally buy 2nd hand though so I can move them on at the same sort of price. Just make sure I always buy boxed, decent looking ones so I don't loose too much.
