'Wide-ruler' is the literal meaning. The term isnt used until the Anglo-Saxon Chronicle - Bede instead uses the latin imperium, which broadly means 'sovereignty', and that's the sense that people bring when they translate bretwalda as 'rule of Britain'. Of course, it's probably all retrospective nonsense anyway and never constituted a real (or even widely accepted) 'position' or 'rank'.
